So for Attack Potency/Durability of Non-Legendary Pokemon I propose the following formula
x (Pokemon's Physical/Special Attack/Defense)/134 (Tyranitar's Attack) times 16
counting the tiers from bottom to top Mountain is the 16th so whatever the final number is round down and count the tiers up
