Primal dialga justification

so uh, primal dialga doesn't have a profile so the only way we can see it's tier is via grovyle from PMD

yeah uh, where is this from anyway? what is the reasoning for it.

more importantly, why are they only low 2-C, the profile mentions them fighting uxie, and we fight the lake trio beforehand, and i'm pretty sure we fight palkia afterwards too, it just feels weird that primal dialga would be such a outlier instead of just downscaling from his normal self

I'm not the biggest Pokemon fan but... I don't see why Primal Dialga would be that much weaker than normal Dialga if he is weaker.
