Celestia can't use the elements of harmony

I think I'll have to give it to Palutena here. They are roughly equal in AP and Durability but while Celestia has slightly higher movement speed (MHS to MHS+), Palutena has superior reactions (SoL to Relativistic) and has a wide array of powers at her disposal. Celestia does as well, but due to Palutena's superior reactions she will be able to act first. I give this to Lady Palutena high difficulty.
