Question about a certain type of power null

So Black Clover there's Zenon he has an ability that let's him pretty much allow him to to not let anyone in the same room as him to not use abilities with some exceptions and one of them is needing to have more mana than him. Now in BC having more mana =/= being stronger(although it helps a lot) so how would this translate to VS battles.

For example let's put him against Naruto with energies equalised for example. Naruto has lots of Chakra and Zenon has lots mana how would we be able to measure if Naruto would be affected or not by Zenon?

I guess by measuring comparable characters usage of Chakra and mana, like narutos base Chakra was able to blow a hole into the planet and still had some Chakra left
 
Ap using that energy specifically but also how long they last using it
That ability is pretty much a passive that doesn't cost him anything to use and you won't be able to use any of your abilities inside it. Sorry if I couldn't explain well before.
 
No I was meaning using how long they and scalable characters use that energy before they run out or reach their limits, that'd help figure out how much of x energy they'd need
