Being explicitly above infinite dimensions helps, but usually being above all concepts of dimensions is fine as long as it is explicit enough (i.e. The Choushi).

Yes, and the same goes for our current revision of the DC Comics cosmic entities to 1-A. There has been no mention of infinite dimensions within Vertigo as far as I am aware, but since Mother Night is beyond the concepts of space and time, we can scale from her anyway.
