Question about Durability and Throwing

If a character throws an object, and the object thrown has a certain AP as it lands, does the character's striking Strength and Durability scale to that?

To give an example:

Character A throws an object at Character B. It's calculated to be Building level kinetic energy. Is character A Building level in striking and Durability as well?

Or:

Character B has Building level Durability. Character A throws an object at them and it kills them. Is character A Building level in striking and Durability?

Basically, does Durability scale to the ap of objects thrown, and does being able to throw an object with a certain AP mean you should be able to strike that hard?

Dragonball gets it's striking strength scaled off of Tao's Pillar throw right?

So why wouldn't it scale to AP and Durability?
While Striking Strength measures the energy of a character's physical attacks, Lifting Strength measures the amount of mass they can lift, which is determined by the amount of force a character can produce. This means that they measure two different physical quantities. Furthermore it can't be assumed that a character that can physically produce the amount of energy used in lifting an object by a certain height can also lift it, if it didn't demonstrate the ability to produce that level of Lifting Strength.
In Dragon Ball's case, I have no clue.
