Question about Goku vs Beerus and Low 2-C

If Goku and Beerus were indeed destroying the Rosat along with the entire Universe, wouldn't that mean they are Low 2-C? Considering that Rosat is a closed space-time, they should be directly affecting the 4-D axis in order to destroy it

This has been the discussion of multiple content revision threads that have been rejected before. The wiki doesn't accept this because they don't count it as actually affecting the 4-D axis, but only like an unquantifiable amount of 4D power. I don't really understand it that well myself.

the ROSAT is not a separate as far as I am concerned, it is only as big as the planet and only manipulates time.

Long story short, yes room of spirit and time is considered a separate space time, but its not universe sized so its basically ignored
EDIT: The only information we have going on its size is goku saying one time he heard it was the size of earth. other than that its just known as another dimension within a different flow of time.
