Nope. Base Dialga is >>>>>>>>>>>>>> Primal Dialga.

Base Dialga is well into 2-B, while Primal Dialga is only Low 2-C, presumably.
 
Time was still flowing in the main timeline despite Dialga being primal there as well. According to Pokemon lore, the flow of time is attributed to Dialga's heartbeat.
 
Primal Dialga's control over time is greatly implied to only being over the planet, being refered as "planet paralysis" by the characters.
 
That doesn't really make sense. By lore, Dialga's heartbeat causes time to flow. Places like Spatial Rift exist in Pokemon, outside of the planet, where time still flows when Dialga is primal.

Also, I don't really know how one can control time flow on just one planet, yet be the only source of time flow in the universe.
