Question about Speed Equalizede Matches

In equailzed speed matches all speeds are equailzed to one of the characters so as to allow for more creative and interesting matchups, right? Right, and I'm in full support of this. The condition has allowed us to sort of ignore massive speed discrepencies and instead argue about more interesting factors, but there is something I need cleared up.

Let's give an example:

  • Let's say we have a verse of characters that are generally Hypersonic in terms of attack, flight, reaction and travel speed and Small-building level durability, with the execption of the main character who has a single City Block level, Light Speed attack because it's and actual beam of light. The main character isn't a murderer and generally perfers to reserve this attack as a last resort due to the massive speed advantage it grants.
Now for the actual question. Does speed equalize to this attack as well? Can combatants be equalized up to light speed because of this? Or can the fact that this attack is used as plot armor, and is rarely used in character be accounted for and not equalize it alone? A real world example would be athletic characters with guns fighting. A normal person can't dodge a bullet once it's been fired, but you could aim dodge if your skilled enough.
