Question About UES

Does a character who creates a UES in their world automatically also count as a user of a UES?
For example, if Character A created a UES in their world, and this energy is used by all other characters to fight, would Character A also be considered a UES user? because Character A is the one who created the UES itself and if character A creates the Sun, can this creation feat scale to his physical stats?

I think this is very case specific. Creating any energy system isn't straightforward enough to slap an umbrella explanation on and heavily depends on the individual case

He is the creator of the energy used by humans, So the thing I really want to ask is, if character A creates the Sun, can this creation feat scale to his physical stats?

Does that character use the UES he created to create the sun? If so then yeah he can scale to the creation feat.

If not then it becomes more complicated. Because then you'd have to prove what he used to create the sun is also an individual UES.

Case by case, though being the literal creator AND the literal embodiment of all things usually qualifies. But I do not think I created a standard assumption that simply being the creator of the universe including the fact that "Ki exists" as a result of it results in the creator being able to use it all.

if he uses divinity energy and this energy is only he who can use it, but this energy is what he uses to fight and create something, this energy is also what he uses to create ues, is this divinity energy included in ues too?
