What if an attack varies in a UES or NPES

To be more specific about the title: if an attack varies in power in a UES or NPES then would other attacks scale to its full output or no?

I thought of this when I remembered the character Gyutaro, who's attacks get larger the farther they are from him, use their largest size to scale him to other characters however no character tanks these attacks at the size that the calc uses

But Demon Slayer does have a NPES so would his smaller blades scale to the larger ones even though the point of them getting larger is to increase their damage? and would other attacks scale to the really large blood blades instead of just the normal ones if characters are stated to be stronger than Gyutaro?

This would apply to other verses obviously, i'm just using this as an example
