Question on whether a character can have these abilities as well as a question for Tier 0

So w would like to know if this character could have these abilities:

• Plot manipulation
• Fate manipulation
• Acusality (Type 5 or Just 4)
• Paraconsistent Physiology (Type 1 or 2)
• Text manipulation

Here are the statements

1. "Your real form is a structure of meaning, law and pre-conceptual essence"
2. The first dragon that existed before dragons existed, When the host enters this state the story cant decide weather he proceeds of follows events following dragons. (This is a feat for the beings avatar)
3. "Attempts to destroy him collapse because the moment "dragon" is referenced, he becomes relevant by ontological necessity."(Also for his avatars)
4. "The host hereby transcends these worlds and becomes omnipresent, omnipotent and omniscient beyond the story, being all in one and the unmoved mover."
5. "Your beyond all concepts and reality because you are and are beyond reality."
6. ''Its been 200 years in the lower worlds since Omnyth transcended his story and since then he's been observing it as an all seeing eye."
7. He can tear characters and other things story thread reducing them to ink and water, after this ability is used the thing in question was never apart of the story. (Avatar ability)

And last question can a character become boundless through feats or only there state of existence?

I don't see paraconsistent physiology but the rest yeah


Although, the fact that the host "becomes" the unmoved mover is a bit.... contradictory to Aca5... But I suppose there are various levels of Type 5 based on ontology, so it could work, possibly.

And no, a character can't be boundless by feats. Only state of existence.
You can be high 1-A+ via feats, though
