Is it acceptable to just use 5-C Pyra in a VS thread and not Mythra? I'm unclear because of the 'higher as Mythra' part.
 
No, Pyra and Mythra are 2 parts of the same tier. The keyword here is. "An exception would be if the restricted ability/technique has a separate tier from the main one". Mythra isn't a different tier, just deeper into the same tier.

I'm assuming the same applies to 'far higher' too then?

Yes. As long as it is not a different tier. An example of this would be lets say IDW Optimus Prime who is 5-A normally but can get 1-A with the Matrix. You can restrict the Matrix because of it being a higher tier. While with Pyra/Mythra is just different levels into the same tier.
