Realities and Simulated Realities

Context.
An Entity that defines the direction of Time and Causality.
Said entity can create a simulated reality that is remarkably close to the actual reality yet the entity is the only one aware of the actual reality. and these simulated realities can entwine with the actual reality causing bad things
The Simulated reality is stated to simulate Even the worlds/Universes outside the main world it is simulating (Higher dimensions and other realms within the cosmology is also being simulated alongside with it)

would these simulated reality be at the same cosmological tier as the actual reality? if for example the current cosmology extends to 5D

furthermore.
Does the reality being made up of Equations, Parameters, Variables and such is enough to make these things have Type 2 info and being able to control those equations, parameters and variables that makes up reality grants Info Type 2 manip?

And yeah but i want to get 2nd opinion.
There isn't really a transcendence between Simulated reality and Actual Reality. But since the actual reality extends far higher than regular universe (4D). Does the person building and simulating the reality on a near 1-1 means he is on the level of an entire cosmological structure he simulated even if it is well a very real simulation that can entwined and affect the real cosmological structure if he doesn't completely isolate it or sever it if the simulated reality ended horribly.

Trying to tier a new character basically who somehow simulated the entire cosmological structure in the verse
