Regarding speed equalized

There should be a rule for "speed equalized", that when equalizing speed, the creator of the match should specify equalized to what, otherwise it'll create confusion. Don't understand what confusion it creates? Here's an example:

There are two guys: Sam and John. I make a vs battle between the two of them. John is physically stronger than Sam, but they are only 10-A, therefore can be killed by guns. Sam is athletic human in speed, and John is hypersonic in speed. However, Sam has a gun. But then, I say "speed equalized". If speed is equalized to Sam's athletic human speed, Sam wins, cuz John can't dodge his gun and gets killed. If speed is equalized to hypersonic, John wins, cuz John dodges the gun.

An even more extreme example: Percy Jackso vs Voldemort. Physically, Percy is 6-C and Voldemort is 9-B, so this is a lolstomp. However, Voldemort can do magic that negates durability such as avada kedavra. Spells in the Harry Potter verse are subsonic. So if speed is equalized to Voldemort's athletic human speed, Voldemort effortlessly haxstomps and uses Avada kedavra Percy. If speed is equalized to Percy's high hypersonic+ speed, Percy punches Voldemort and it's over.

It should be specified speed equalized to what.
 
Disregarding the speed of the gun as well? I don't think so.

The AP of the gun then would be worthless together with speed.
 
So we basically disregard all weapons, cuz to attack with a weapon requires speed......half the vs matches concluded here would be removed.

All it means is "Don't think about speed at all in this match."

That doesn't suddenly remove attack potency from a persons attacks/weapons.
