Rocky Balboa vs Licenseless driver

Riderhas more durability. Plus, Rider has peak human speed, can use his bike to fight and is probably 9-C in attack potency because of this chap saying even C-Class heroes are superior to athletic humans. He wins this easily.
 
First off, sorry for responding to a 2 month old thread, just giving my opinion. Rocky would have to be the bad guy in this scenario, even though it's hard to picture him as a villain, it's even harder to imagine Licenseless Rider as one.

Round 1 Rider gets beat up for awhile, gives an awesome hero speech and, (like everyone else said) eventually takes it on durability. Rocky hits hard, but nothing compared to a (holding back) Sea King, Rider got ragdolled repeatedly into the pavement, a real person, and probably even Rocky would be dead. Nothing Rocky can do will keep him down.

Round 2 Rocky straight up gets a Justice Crash to the face.
 
I give this fight to Rocky Balboa, in Rocky 4 Ivan Drago was able to punch (maximum power, pre training) with 1950 psi (pound per square inch).Which converted to energy is a whooping 380713.68075 joules, just for a little comparison this result is 2.4 times higher than the average kinetic energy of a car (assuming it's on a road with imposed speed limits). And Rocky was able to block his punches for 15 rounds, with his face. Oh, he also beat him too.
