ROF arc downgrades

Both ROF Gohan and Tagoma should be downgraded to "at least High 4-C" due to the fact that Gohan should logically be weaker than when he was during the Buu arc, with no Ultimate or SSJ2 forms. There is only 1 statement implying Tagoma was as strong as Gohan's best which is vague and shouldn't overwrite the numerous statements such as Gohan being unsure he could even go SSJ, flat out stating that his lack of training made him weaker (his current ratings suggest he got STRONGER somehow), Tagoma being floored by SSJ Gotenks, Trunks believing Gohan was weaker than he was in the Buu arc, Gohan training in the first place to regain the power he lost, etc. There is also the fact that Gohan believed he could take on First Form Freeza if he had kept up with his training, implying Ultimate Gohan>=ROF first form Freeza, and Tagoma is MUCH weaker than Freeza. Heck Krillin seemed to think that Buu would make a difference against Freeza, for what that's worth.
 
Could you please summarize the changes you want to be implemented?
 
Basically downgrade the RoF keys from 4-B to High 4-C to anyone who scales from Gohan.

Which should be 4-B anyway since Dabura is comparable to Cell(Makes sense to be comparable to SPC since SSJ2 Gohan couldn't beat him, and he was stated to be weaker), but you know.
 
Both Dabura and SS2 Gohan were matched, making them High 4-C+ since Gohan is considerable weaker than his Cell Games self.
 
For Changes basically just:

ROF Gohan and Tagoma: at least High 4-C

If there is anyone else that scales to them: same
 
Gohan is 4-B. Tagoma was repeatedly stated to "Match Gohan at his peak", which at the time was Buu Saga Ultimate Gohan, and he was still holding back his power when those statements appear.

Doesn't matter if you think it doesn't make sense, it's the truth.
 
Although, OP metioned that that Tagoma lost against SS Gotenks, is that true? I skipped that arc in the anime so don't known about that.
 
Tagoma received a headbutt aimed at his testicles. It was a joke/comical scene rather than a serious one.

Still, SS Gotenks is more or less 4-B too, I believe.

SSj3 Gotenks > Super Buu >>>>> SSj3 Buu saga Goku >>>>>>>>>>>>> SPC

SS Gotenks is likely around SSj2 buu saga goku, maybe a bit lower.
 
Gohan was unable to use his ultimate form for quite some time... We all know Gohan was only getting weaker during the years.

Afaik OP is right and they mentioned this only once, while the evidence supporting the contrary is way more.
 
Tagoma was stated to be 4-B, he also took a hit from SS Gotenks, who is also 4-B. There is nothing to downgrade there.
 
Welp, it would be a "conceptual" downgrade: Tagoma would rather scale to SS Gotenks and not Ultimate Gohan, still 4-B, like, SS2 tier (Buu Saga).
 
SS Gotenks damaged Tagoma in a weak comical spot, Tagoma was also stated to rival Mystic Gohan by Gohan himself.
