I'm going with inconclusive here though.
His massive AoE makes it impossible for Roy to dodge, yet Roy's snap is almost instantaneous. I think both of them fry each other at the start of the match.
Dabi is slightly faster so he should be able to get his flames out before Roy can kill him. But it won't stop his body from instantly igniting.

His fire is 489 tons or something (8-A) and his heat resistance scales closely to this. Simple.

Stomp in Dabi's favors. Roy's wincon is invalidated by the resistances and Dabi has more than one way to kill Roy.

Dabi still has the hotter fire being able to vaporize hundreds tons of ice (keep in mind the Ice has its own 8-A feat not related to heat and is a destruction calc) so yeah still he wins.

Being able to vaporize hundreds of tons of ice doesn't increase the melting point of said ice, ice has a relatively low melting point especially in comparison to that of steel. So no, he doesn't have hotter fire than Roy does, and Roy's getting upgraded to all around 8-C soon. Not to mention out of the two Roy has the much more accurate fire-power, as in he can start the match by igniting the fluids in Dabi's eyes or tongue with little to no travel time.

It'll be the same for the State Alchemists more or less, but they might end up with 8-C Durability as opposed to the Homunculi having High 8-C dura. I still need to get the scaling for State Alchemist finished which I'm currently in the middle of, just waiting for some calcs to come through.
