This was discussed in a previous downgrade thread but was suggested to have its own separate discussion thread.

The high end was taken for this calc despite the fact the clouds were obviously forming and not being dragged around. You cannot use KE for forming clouds as the mass changes as it grows from smaller to larger.

There was also no reason as to why KE should be used over CAPE. Someone just said it and nobody even questioned it.

So the CAPE Values here need to be used which is large town level.

As to who it scales to im not sure. Theres some weird backwards scaling that needs to be addressed
 
You should probably ask one of the administrators to highlight this as it'll affect a whole lot of calcs.

Kinetic energy is better for this kind of feat. You should only use CAPE values when there's no way to calculate a timeframe for the feat.

Perpetual also said that KE looked better for him given that we see wind which implies that the cloud is being moved
 
RWBY just has a very limited animation sometimes, which is why it may appear that clouds are being materialized, but the wind indicates otherwise. And even then, you can calculate KE with materialized clouds as they are being moved and spun.
