This is 7-B Ryūko and Birth of the Ten-Tails Jinchūriki Arc Base Naruto being used but both can get stronger as needed, Naruto has Prior Knowledge on Ryūko's Scissor Blade and Accelerated Development and Ryūko has Prior Knowledge on Naruto's amps and Substitution Jutsu, speed equalized and the fight takes place in an indestructible version of the Forest of Death. They're both in-character too, so they're not trying to kill each other.
