You can still change it to High 8-C versions and see what happens. And better equalize speed.

She's not doing it against someone vastly stronger then Ragyo

Uh...yeah, she did actually, its why Ragyo had to transform to become stronger, because Ryuko manage to adapt to the point that she could match Ragyo initially

Ragyo casually swatted Ryuko in base even after she got split in half and got plenty of Zenkai as a result
Ragyo didn't transform to fight her, she transformed to take control of the life fibers around the planet
Only time Ryuko did anything to her is when her and Satsuki Cut Ragyo in half, and this was Ragyo after she transformed, I.E. High 6A Shinra Kouketsu, which is an outlier.
The difference between Ragyo's base form and Ryuko isn't even half as high as the difference between this Ryuko and Akame.

Ragyo flat out stated in her fight with kisaragi ryuko that ryuko was rapidly becoming stronger and she had subconciously been pulling her punches against her daughter, so she transformed to remove her restraint and fight ryuko to her full extent
