This is Curse Mark Sasuke during the Forest of Death segment and Base Weighted Lee being used as starting points but Lee can't go any higher than the First Gate, fight takes place in the Forest of Death and the two have any canonical knowledge they would posses on each other prior to Sasuke using the Curse Mark for the first time against the Sound Ninja.

It means Base Lee is stronger than Base Sasuke, not to mention Lee still can just remove his weights or use the First Gate to get stronger than Sasuke again.

Lee only got caught off guard by Dosu’s sound attack while CS Sasuke kind of snuck the Sound Trio. Both should be roughly relative but if Lee ditches his weights or uses Lotus, Sasuke should be folded in half low diff at this point.
