Let´s see, Gunvolt can spam electricity as usual, but Shantae can also use her own against him and even absorb it or even reflect it back at him.

Shantae can use her invisibility to surprise GV, but he can just tag her with Orochi and then just find where she is with the Flashfield.

Her forcefields can be an issue for GV, however, and he doesn´t have a realiable option for it, so I vote for Shantae.

I'll have to say GV. Shantae can redirect GV's lightning, but GV can also absorb lightning. On top of that, Shantae can't reflect/absorb forever. He has experience fighting a large variety of opponents with a variety of elemental, physical, etc. abilities. Looking at Shantae's profile there are a few abilities that could be dangerous such as invisibility and invulnerability. However, Shantae can't use these forever, and GV has shown a large amount of adaptiveness regarding enemy strategies.

Long story short, Shantae's counters to GV don't last forever and have a limited supply while GV can instantly recharge his Septima. Also, Shantae's abilities are similar to enemies GV has fought.
