The key doesn't matter, but the feat, we have been told not to carry feats from future volumes of slime unless it becomes OTL, in other not to mix things up, rimuru became a digital lifeform on his true dragon key so can i now give him those abilities?

the problem in Rimuru needs a key for future upgrades and he kept changing in power lv. While Shion, all this to lastest ch is still her battle spirit oni and nothing changes in her abilities and ap except her AP to vol 21 as she stays still a 6-A until she fights Dagrule

In volume 16 she wasn't even at the level of zalario split body so idk why you think there's no problem here.
Additionally, like i said energy and will power got increased over time, so she remains what she is until volume 21 OTL comes out

this upgrade is vol 21. nothing indicates this is a vol 16 upgrade nor you will have vol 21 key to not allow this
like i said her energy output remains 6-A till Vol 21 so this upgrade is fine
