Menma is too freaking versatile and he scales above Sasuke lol. Menma scales to SM Naruto or higher and he has his puppets

Going with Menma then
Menma usually starts off with Nine Masked Beasts so Sasuke will have to deal with Nine Unique opponents at once in addition to Menma. His Shinigami being able to drain Sasuke every time it passes through, his Northern and Southern Sages being able to cage him in a barrier, his Kinja and Tenyo binding Sasuke and finally the other 4 continuously after him, forcing Sasuke to use his Mangekyo constantly. All Menma needs is to hit him with a Spiralling Ring or Great Spiralling Ring, the former having the strength to match True Rasenshuriken and the later arguably stronger.
