Can't find the scaling that'd suggest anything other than baseline (except for the Zeal-Powered Outrage, which he wouldn't have here) but he can use Dragon Install to amp his power three times and go beyond that without his limiters (I swear Flowey is gonna scale infinitely above baseline or somethin lol)

2) What's exactly the counter for this?

If Sol found a way to affect the 6 human souls maybe, he does have NPI for punching Chronus' soul out of Justice (I think this is it) easier said than done though.
I will say he has 12 layers of magic which has Info Type 2 and such, as well as Absolute World (but that one isn't in character)

Flowey can always LOAD to prior losing these SOULs, tbf.

It's not like Sol is immune to damage from attacks, especially when Flowey can restore his own health with LOADs, and these can also selectivelt not restoring the opponent's HPs.

Plus, let's look at the stamina's:

For Sol - Superhuman

For Omega Flowey - Superhuman (Immensely superior to any his previous forms. Planned to toy and torture Frisk in the fight against them, going to even use SAVE and LOAD in order to kill them over and over without an end)

For Flowey (his weaker form) - Unknown, likely Superhuman (While little is known about how Flowey fights in his base form, it should be noted that he made multiple journeys through the whole of the Underground, as showcased from the fact that he could obtain all the possible knownledge that is possible to obtain there through the usage of RESETs, thus making him likely comparable to Frisk who also can do the same)

Meaning that Omega Flowey also has greater stamina by displayed feats, and would easily end a battle of attrition, as long as there's a chance of killing Sol in a way.

Being fair to Sol, as a gear he can tap into the Backyard to supply himself with almost infinite energy, however the Stamina isn’t as relevant as the SAVE and LOAD

Alas, SAVE and LOAD is an issue for Sol Badguy, even with his Acausality. While he isn’t unfamiliar with time manipulators, Flowey’s could just put him back at the start of the fight, even if he’s aware of it. Unless his resistance is enough which I don’t think it is, and even then it’s a problem given it benefits Flowey regardless.

There was something about Sol Badguy entering Valentine’s flow of consciousness and he could destroy the mind at the informational level but that’s not relevant as it’s not on the profile so rip

What does he even do with that?

In terms of anything on profile nothing much outside of attacking on that info level. Mostly because they didn't take any of the insanity of how "Ghosts" are pretty much souls with no consciousnesses that manifest when a masterghost gets forcefully summoned out of the backyard and then you have basic capture units just converting the energy of their existence to take over a ghost which would of added like crazy low 1-C soul, mind, and info hax but honestly no one really cares that must about GG overture like that to add it
