These two characters are currently listed at small building level, one having a feat at that level and the other scaling to someone at that level.
But both of these characters have been shown to be stronger than this.
Golden ball was capable of piercing through Garou’s leg with Spring Mustachio being capable of piercing through his hand. Both of the characters being shown capable of harming Garou.
Garou even implied that SM would have had a higher chance of beating him if he didn’t know the secrete behind his ultimate ability.
More scaling for SM would be his ability to deflect a vast amount of homeless’ orbs.
The orbs being strong enough to harm Iaian, which would boost SM AP and durability to city level (scales to Iaian’s durability) with him being higher with Tomboy.

This would upgrade Garou (first key) to city level, Golden ball to city level AP, Spring Mustachio to City level, higher with Tomboy, and KI to city level.
Anyone who scales to Garou’s first key would also be city level.
Iaian should also be changed from at most city level to regular city level.

Not sure if we'd consider later SM on the same level as the one who fought Garou, but I do support scaling those two to him when they fought

I’d support scaling him to them because SM is apparently still in the hospital when all of this is still going on, along with TTM.
When he pulls up to the battlefield he still has bandages rapped around his head so i dont think he had only time to become significantly stronger.
But im fine with them scaling to that version of garou

Spring Mustachio is not City level in this key. If anything, he would just be upgraded to Small City level.
