Idk if it has been discussed before, but there are some City Level feats that happens in SE, most notably with the god tiers.

First of all, Asura, not long after he wakes up, "accidentally" rasies up atlantic from the sea. This is done by his madness wavelength and not him directly but it should scales.

Secondly, there is an Island known as Lost Island. It doesn't appear directly in the manga, but it does exists. And what happens on it does too. Lord Death was baited into coming over to the island to reap some witches and gets some ultra powerful artefacts.

...Bad idea. However, Lord Death WASN'T killed by that. He survives to this very day. We have no clue about how big said island is. However, considering that a lot of events happened in multiple place and from a few shot we have, it seems to be around City sized.

Thirdly, Eibon's book. Despite its name, Eibon's book is actually a seperate pocket realm hosted inside a book. It was apparently created by Eibon, one of the Great Old Ones. Again, we have no knowledge about its size, but it is at least City sized, again. There are 7 chapters, and here is a shot of a single one.

We have a small town and clooouds in the sky.

Note that most of the great old ones should be comparable to one and another, and it should scales to anyone who fought Asura. Which is pretty much all the protags.

Now, here is some dubitously canon stuff

Excalibur grants the user "instant teleportation", however, Hero seems to claims that it is actually lightspeed. The fact that his wings are made out of actual light only adds up to this

Anyone who fought him failed miserably, however Excalibur is apparently on part with the others Great Old ones, so it probably scales to them, thus to the EoS protags too, if it is legit that is.

Finally, an Anime-only feat.

The Baba Yaga Spider Mech fight the City-Sized Death City Mech.

At first, it doesn't seems to scale to anyone, but the lasers of fthe Baba Yaga Spider Mech are actually powered by Asura's madness wavelength. And the lasers are later shown to do some damage to it. And later, its string shocks the whole city.

Again scales to the protag and great old ones etc.
So, uh, does anyone thinks these are legit enough for an upgrade?
 
The first one: Atlantis rised, but not necessarily because it was powered by the wavelength, but more because it was awakened by them. We don't know how long that took either way so no feat there.

the second one: Hmmm... I don't quite recall the circumstances sourounding that island and one would have to look manga wise either way.

The third one: Having a book with a pocket dimension inside doesn't really equal much. We don't actually know how much work was put into creating it either, so I wouldn't scale from it.

The fourth one: Teleportation technique, wether lightspeed or instant, is a technique. It isn't a physical combat speed in a general sense aaaanndd.... excalibur is kinda special either way... No idea if he should be considered as powerful as the rest.

Last one: Not canon so I won't bother thinking about it...
 
Well from what I recall it was partially made to kill off Shiniami, and he didn't actually leave the island before the explosion.

The Wiki seems to claims that Shinigami was the most powerful, no clue where that comes from. Though it seems to be only called teleportation because how fast it is, as Hero physically moves around when he do that.
 
The one thing I might consider to be city level is Death City's (if it were considered a character) durability. But there would need to be a calc done first to see how large it is.
