Cartman has been shown to outrun countless bullets and has even dodges them. Everyone should scale to Supersonic combat speed and reactions.

As well as it looks like this:

Stan Marsh:

Speed: Average Human movement speed with Supersonic reactions and combat speed (Should be as fast as the other boys.)

Kyle Broflovski:

Speed: Average Human movement speed with Supersonic reactions and combat speed (Faster than Cartman, who has reacted to countless gunfire.)

Kenny McCormick:

Speed: Average Human movement speed with Supersonic reactions and combat speed (Should be as fast as the other boys.)

Butters Stotch:

Speed: Average Human movement speed with Supersonic reactions and combat speed (Should be as fast as the other boys.)

Wendy Testaburger:

Speed: Average Human movement speed with Supersonic reactions and combat speed (Has outpaced Cartman in battle.)

Randy Marsh:

Speed: Average Human movement speed with Supersonic reactions and combat speed (Should be faster than the kids, including his son.)

PC Principal:

Speed: Athletic Human with Supersonic reactions and combat speed (Has blitzed people. Should be faster than the kids.)

He didn't dodge, let alone outrun a single bullet there, they simple missed him as he run sideways, the closest thing to a dodge he did was a unnecessary roll for a joke that didn't even help

That's not outrunning a bullet. This is outrunning a bullet. Cartmen went sideways and the shooter missed every shot. The plot of the episode and even the clip itself had the school shooting lasting multiple days and plenty of people lived because no one could hit a single shot.
