Within his page it is stated that the combined forces of Heaven and Hell were required to stop Urize when he was at full power. Does this mean that he should scale from God (Image Comics) and Satan (Image Comics), i.e. to 2-C?

Likely 2-C would be fin IMO, as NoMore said its not stated If both also engaged combat but It wouldnt be such a strech, context might also help.

He currently has 3-A ratings in any case, and I think that was derived from the old ratings for the depictions of God and Satan.

Maybe "Likely 2-C"?
