Spectre is only 2-A during Crisis on Infinite Earths while he was powered by the heroes of the entire multiverse. However, we should also add a seperate key for his base form, or non-amplified form.

The only time Fate ever fought on par with Spectre was as Nabu, and even then he was ultimately defeated.

I guess Kent Nelson fought against Spectre in classic age in various occasions. And even NABU implies in the fight that you mentioned from DoV
