Voting Spider-Man via Spider-Sense, AP advantage and LS advantage.

Ruby Rose is just the 8-B baseline. Spider-Man scales above the baseline.

How does higher lifting strength help him here? Also ruby should technically have class G lifting strength for assisting in restraining Penny.
Any ap advantage he has here is minimal, and would be closed or surpassed by Ruby's own bladed weapon attacks and damage boosts with her aoe dust rounds and semblance.
And Ruby in this key scales in skill to people who can take on and beat opponents that have instinctive reactions and absurd esp and senses so unless his spider sense rivals what he has in the comics it's not likely to help him, especially with Ruby's massive speed amp
Ruby's skill advantage alone should put her leaps and bounds above this spidey

Spider-Man can simply trap her with his webs, which Ruby lacks LS to get loose.

According to SBA, the fight will take place in New York, Peter knows New York like the back of his hand, so Damage Boost may not be a big deal when you can't touch Peter jumping on buildings and getting caught in them.
Does she do that in character? And what guarantee do you have that Spider-Sense couldn't sense danger and deflect, or simply Peter steal his blade using webbing?

Ruby's semblance hard counters this, when she uses it she turns breaks herself and anything shes holding down into an intangible cloud of molecules. She can just use her semblance to escape.

That's not really how SBA works, the battlefield is meant to be a neutral environment where neither have an innate tactical advantage by being on a homefield.

She does that in character yes. If he tries to deflect her shots he will either explode and get set on fire, be frozen solid, be electrocuted and paralyzed, or just straight up be missing a limb. Even if she doesnt hit him (which is unlikely due to the aforementioned skill to fight people with passive instinctive reactions and esp potent enough to fight while completely blind as well as Ruby being skilled enough with her shots to curve her bullets in mid-air to redirect them), the bullets have AoE, so if hes sticking to a wall and tries to dodge it it would still hit him.
