Chou Goku only really has instinctive movements and Hakai going for him. SSG Goku has access to Regenerationn, energy null, no stamina restrictions and should be far stronger.
You didn't really specify which version of Super Goku we are using though. I will assume Beerus Saga due to the image chosen and them being the closest in power overall, so DBS Goku could potentially get Hakai'd (due to only having any evidence of Hakai resistance in the ToP arc) but Chou Goku drains a lot of energy and takes a lot of time to cast Hakai.
Overall: SSG Goku, arguable curbstomp.
