Problem is the sheer inconsistency. He was treated as comparable to SSJ2 Cabba... Then only comparable to Perfect Cell.
Also what people fail to realize is the main villains seen are AU versions... They aren't going to fit well into the scaling at all.

SSJ2 Cabba? In story mode he only gets SSJ... But it still doesnt make much sense considering the fact that Cabba was equal to Uni 6 vs 7 base Vegeta... who would be wayyyyy above Perfect Cell.

Super Perfect Cell was 4-B, as well as Teen* Gohan... (Even if we assume that this Cell is stronger, Teen Gohan* is still capable of giving him hard time and even managed to defeat him with Shallot help) So.. Shallot SSJ2 should stay on 4-B.

Super Perfect Cell toei version is 4-A, not 4-B

These are the Toei versions of the characters, not to mention Bojack and Cooler.

but this cell is massively more powerful then then og version and even if Gohan gave him trouble its more like he matched up to half his power (im just estimating) and even the current Goku had stated that Gohan had also gotten stronger than his initial awakening.
