There's no dividers on Pennywise's abilities, I'm assuming he's not non-corporeal in this form?

Idk. But even if he's non-corporeal, Steve has Non-Physical Interaction. Another thing to remember, both have Type 9

It lets him hit intangibles, I doubt he can hit non-corporeals though.

Pennywise's type 9 takes 27 years, Steve's type 9 leaves him as a 9-A (although he does have 3 resurrections with totems of undying).

If this match is fair, then it's worth mentioning that Pennywise doesn't start strong against humans
