Still confuses me

The entire Dragon Ball series (Canon or Non-Canon) has not yet display any Conceptual Manipulation.

The manipulation of a concept on a certain plane of existence. For example a multiverse. Changing the concept alters reality to fit the change. This is Type 2. If I changed the concept of an "archetypal donut" (the iconic round ones with a hole in the middle) to a cube instead it would reverberate across the plane of existence and every object which fits the concept of "archetypal donut" would change.

A qualification would be Gods from D&D who represent concepts across an entirety of a multiverse or so and altering the concept alters reality.
 
Type 3 concepts can be affaected by altering every object represented by them. Type 2 concepts are independent of their objects.
 
If you change every object tied to a Type 3 Concept then the concept itself changes. Type 2 Concepts is likened to Platonism which is why they're called "False Platonic". It's where everything in reality "participates" within the concept so changing everything tied to it does nothing. Which is why the page says "transcendent of reality".
 
It's because they're abstract entities fighting on the same plane of existence as Type 2 Concepts that govern over the entirety of Eternity.
 
Think of layers. A metaphysical realm is one layer and the physical another, influencing the physical does nothing to the metaphysical, influencing the metaphysical does everything to the physical.
 
Type 2 = Concepts on a level beyond reality itself (The objects)

Type 3 = Concepts on the same level as reality
