Tier 11: Giffany: Can affect 3D stuff
Tier 10: Frisk: Hax and DETERMINATION
9: Rot Spinne: Hax and stuff
8: Giorno: Hax too
2: YHVH probably: A seemingly very strong High 2-A with hax
1: Yog-Sothoth, Hajun etc.: Absolutely above people who would border on High 1-A if it weren't for them.
0 Azathoth: Like for Yog-Sothoth except it's even higher.

From what I can tell and IMO
Tier 11: .GIFfany without a doubt, 2-D scale reality warping and electricity manipulation that killed "real" people.
Tier 10: Takumi Aiba maybe? He's a Massively FTL+ "Athlete" level character, possibly with Town level durability.
Tier 9: I'm inclined to say Star Butterfly, she's incredibly hax'd and she just keeps getting new powers. Her speed kind of kills her though (though I think I found a feat that'll upgrade her, hehehe).
Tier 8: Probably a Jojo Character.
Tier 7: Elminster is pretty damn hax'd, Wendigomon is too (he doesn't have a page yet) with lots of space-time stuff.
Tier 6: Off the top of my head, I'm thinking possibly a Star Wars character, maybe Darth Vader.
Tier 5: Dunno.
Tier 4: Dunno.
Tier 3: Not counting High 3-As since they're infinitely stronger than the rest, I might have to say one of the Royal Knights. Particularly Magnamo with high end probability manipulation or Ulforceveedramo with his crazy generation.
Tier 2: Either YHVH or God (Digimon). They're feats are pretty similar with both being infinitely stronger than an infinite number of Multiversal characters.

6 is either Reimu Hakurei or Yukari Yakumo, in my opinion. In term of hax alone, I can't think of someone that could beat these two in the same tier, and the one that does is already another tier already.
Not much opinion on every other tier though, since I'm mostly a Touhou purist.

Tier 8 Scp 682 The fact that this is his original tier size, he is un killable by any means and can adapt to almost anything (you can just call this character Doomsday on steroids)
Tier 4 Wally West easily (So far there is not even one 3-D character that can solo him, usually ends in a stalemate)
Tier 7 I dunno, Discord, Star light Glimmer, or Neko Kuroha (Valkyria Mode)
so maybe Neko Kuroha (Valkyria Mode) since she is FTL ( 29.7x at her peak) and can create black holes that ignore durability but at the same time Discord can counter that so either of the two I guess.
Although most broken character that is in the 3-D Realm I would say is SCP 239 if we go by Strongest characters (or best hax) in each dimension
