The Axiom (alternatively known as The Great Reason) stands at the very top, being a few layers into 1-A. Just below it are Adam Kadmon (outdated profile) and Stephen. While there has been some debate over whether Stephen and AK are equal, we consider them to relatively comparable in strength for the time being. Below them are the beings that reside within the Monado Mandala: Philemon, Nyarlathotep, and Nyx's true form. Just under the Monado Dwellers is YHVH's True Form (The Great Will). I should specify that the YHVHs encountered in Megami Tensei II and Shin Megami Tensei II are only singular "Manifestation Heads", which are still 1-A but significantly weaker than his true form. Under YHVH's true form is Matter Lucifer, the version of the character that appeared in Shin Megami Tensei V. There are more1-A Megami Tensei deities, but I honestly don't know enough about the scaling chain to go into detail.

As for the protagonists: True Endgame Joker scales to Adam Kadmon, the Diamond Realm versions of the Messiahs scale to Stephen, the Persona 2 cast (outdated profiles) scales to Philemon and Nyarlathotep, Makoto Yuki scales to true form Nyx, Nanashi and the SMTIV Apocalypse party scale to YHVH's true form, and Nahobino scales to Matter Lucifer.
