He can't kill Swampy, especially with that regen and Type 8 immortality. Swamp Thing is gonna do something like freeze his blood and or it'll end in an infinite stalemate.

D can't kill swamp thing, but he can definitely incap him.
Since they are both 2-C i'm going to assume this is Akashic Records D. Using the records D can just put him in a loop with his causality, probability, and fate hax. He also seemingly does not resist powernull, so that's an option for D as well.
Going to vote D for these reasons.

Swamp is trapped in a time loop, so gg with that. Unless D can power null The Green itself, then he's not losing his powers for good and will just die and reform a new body with his power.

So he can't get powernulled but he can still be causality, fate, and probability haxed. He can also use it to Mind hax, or Body Puppetry him if he wants, which Swamp also does not resist.Milly Rocking Bandit said:

He would start with whatever means necessary. The Records give him info analysis and precognition, so he'd know exactly what to do. You still also haven't proven it's not a baseline loop, nor that it gives him these resistances.

The only times "Immunity" is listed on profiles is if it would be downright paradoxical for a certain hax to work on them. For example someone who lacks a soul would be granted "immunity" because they don't have a soul to even affect.
The closest thing to immunity to time and causality shenanigans is Acausality type 4
