Oh, I just realized. If this takes place in central park, then Diavolo had the significant advantage. He just needs to make sure that he doesn't move faster than any near by cars and can potentially get BIG to self BFR by directing it into oncoming traffic
 
Then would it be inconclusive? He's just gonna spam time skip to run away like he did in the final fight and let some poor soul deal with BIG instead.
 
I mean, B.I.G. can get damaged by objects slower that it's targeting. It can still regenerate, but if Diavolo is aware of this (reasonable assumption considering he solved other Stands' bs *cough* Chariot Requiem *cough*) and is careful enough to eliminate every single peice of it, he may win.

Of course, this may be incredibly difficult and just screw him over.

What is the actual status of bystanders in the sba universe

I've seen it argued there are people in central park like normal and I've seen it argued there is no one besides the combatants in the entire planet
