While shovel has better range, Jeff will easily be able to disarm her and overpower her (which is completely in character to do). There is even the potential that with his AP he could break the wooden handle of the weapon. Also I don't see the place having much effect, as Jeff isn't just going to let her run away. Also his intelligence is arguably better for this fight, as he is a malicious planner and strategist, instead of a girl who just knows a lot about weapons.Basically this comes down to Jeff abusing superior lifting strength (which is kinda his thing) and stabbing her till she dies.
