Shouto is hard to match up. I mean, really. Pick a tier! But, there's as literally nobody once said, a defensive hax a day keeps the glass cannon away. But not if they figure out your weakness.

Rules: Speed Equalized. Shouto knows he's fighting an electricity user while Gunvolt knows he's fighting somebody who uses fire and ice. GV starts in game base, but can be revived by Joule (8-C, can become 8-B).

Gunvolt has experienced fighting both cold and hot, the cold one froze a city and had absolute zero ice. I don't have much doubt he can deal with Todoroki with Prevasion alone, if Shoto manages to encase GV with ice then maybe that can deal with Prevasion though

Should I make it so Todoroki knows about GV's weakness to water? Due to using Fire and Ice he can take advantage of that.

i mean, he'd probs have much less control over water than Milas, and GV beats Milas so I don't think it matters
