Characters with Regeneration (i.e., Naruto, Hashirama, Kaguya, etc.) recreate their lost cells. Medical ninjutsu, on the other hand, only affects the cells already within the body, either stopping wounds from bleeding or dividing cells in order to heal moderate wounds like slashes and punctures.
