Tier adjustments for Evil Natural Water and Atomic Samurai.

Evil Natural Water was able to harm Sweet Mask twice and is almost treated like a secret weapon of the Monster Association. It was noted that even Psykos has trouble controlling it. It should be a solid 7-A.

As for Atomic Samurai, Darkshine said he was one of the heroes that would've easily defeated Half-monster Garou. That key for Garou is 7-A for surving a bombardment from Rover, multiple hits from base Orochi, and resisting Psykos's TK. A supporting feat for Atomic is his improved performance vs Black Sperm, another 7-A. He took more than just one hit unlike in the web comic and was even able to harm him a bit.
