Seems like a pretty arbitrary place to scale him, 20-80% scales to High 7-A, <20% is below that, by how much though?

If <20% means 19% obviously that's very close to 20% thus High 7-A, if it means like 5% then don't think it is.

No he uses <20% to fight Mob when he's using about half of his strength, bear in mind 100% Mob can barely keep up with 80% Toichiro

I don't see anything wrong with this. I support this adjustment, safer to go 7A imo
