Triborg High 8-C upgrade

This has been delayed for awhile, but it was already agreed to update him in another thread, I'm just making it official.

We already consider DLC characters that aren't canon to the main story as existing in their own bubble,s and unlike normal characters their ending can be used for scaling (see Tremor and the Alien). Triborg kills Shinnok too, meaning that he should be upgraded to High 8-C.

Since we consider the DLC character as separate then i agree with this.

There's enough agreement (on top of the upgrade itself having been accepted in the broader CRT) so I will consider this concluded and I will apply the changes.
