Presumably, this is Popeye with Spinach Effect, since he's Unknown otherwise.
In any case, Popeye can apparently fly, too. However, I'm not sure 13 can get past Low-Godly Regenerationn. Popeye's Toon Force may also help.
If he can, he may have the edge depending on if his flight is better, but more notably, via range with ki projectiles. His scanner & barriers may benefit him also. He's also smarter in combat, as far as I can tell; Popeye's intelligence with spinach seems to apply more to arts & science, not so much fighting.
Stamina is a matter of 13's Limitless 13 vs Popeye's Unknown. Given the Low-Godly Regenerationn, if Popeye don't die, it might just be a matter of time until he damages 13 enough that 13 starts falling apart. Limitless stamina doesn't mean as much if you can't operate anymore.
So assuming Popeye's regen works in his favor here, Popeye may have this, albeit, after a LONG battle.
Alternatively, Popeye's stamina might run out before he can break down the android -or maybe literally take 13 apart, given his intelligence, even if gradually- & he collapses from exhaustion, unconscious.
If Popeye spends an hour unconscious from this, wouldn't that trigger a victory by knockout for 13?
