The Dandy's bullet's split what was presumably a ridiculously high-powered round from Seras' canon. Rip Van Winkle can only fire one shot at a time. Alhambra can throw dozens of cards.

Alhambra can teleport with his cards, and unlike with Rip Van Winkle, Alucard was actually having a tough time fighting him, while with Rip he was merely toying with her. Alhambra would end the battle in minutes.
