Dino Charge/Super Charge Zords don't have any real speed feats (The Megazord has two space-flight feats but neither are nearly as impressive as Leisures feat), so all we know is they're "faster than the Rangers" by an unknown extent. Either way, Tyler can't use the Megazord or Ultrazord without aid from the other Rangers, which would count as "outside help" and can't be used unless it's stated to be a team battle.
As for round two, Gogeta stomps really hard. 152 Million times FTL v 494 times FTL is a huge gap. It should just be equalized imo.
