So according to our canon rules:“The event confirmed that the special will feature a completely original story penned by the author. In addition to crafting the storyline, Tozuka also designed a brand-new UMA (Unidentified Mysterious Animal) for the special, named Balance.“
The special is considered an original story by the manga writer himself.

Mere involvement, minor supervision, general praise, or characterizations of the work as a "faithful adaptation" remain insufficient to establish new content as official canon"
The author having wrote the special isn't enough to consider it canon. They would have to explicitly confirm that this special is "canon" to the original work (the manga). Having said that, I disagree with this scene or special being used.
